Raúl is a bilingual Los Angeles-based lawyer with a significant international practice as well as an extensive domestic private sector client base. He is an alum of Loyola Marymount University and Georgetown University Law Center. During the course of his 35+ years of practicing law, Raúl has represented Mexican professional sports teams; served as outside general counsel representing the U.S. affiliate of one of the largest universities in Mexico, advised on offshore private placement offerings in Latin America; and represented several of the largest pharmaceuticals in Japan and Italy involving breaches of international licensing agreements.
Raúl serves as the Partner-in-Charge in the Los Angeles office of Frost Brown Todd Alvarado Smith. As a trusted advisor to senior corporate executives, Raúl also draws upon his extensive experience to help clients create opportunities and overcome challenges in business, employment, telecommunications, healthcare, government, and international affairs. An effective and practical problem-solver, Raúl helps his clients navigate and respond to complex and high-profile matters. He draws upon his crisis management experience to provide clear and consistent guidance across a wide range of issues, including high-profile corporate governance issues and litigation strategy matters. Raúl is equally comfortable in the courtroom as he is in the boardroom. As a trial attorney, Raúl has appeared in federal and state courts throughout California, including before the 9th Circuit Court of Appeal, the California Supreme Court, and various state appellate courts.
His experience as outside General Counsel to national companies and organizations includes guidance and suggested approaches to strengthen operations and drive scope and reach.
What makes Raúl an influential leader is his integrity and his strong and demonstrated commitment to civic leadership, particularly in the areas of affordable housing, diversity, and community-based healthcare research in medically underserved areas. Presently, he sits on Boards of Directors for various national non-profit organizations. He serves on the Board of Directors as General Counsel for the U.S. Hispanic Chamber of Commerce. At Adventist Health White Memorial Medical Center, Raúl chairs the Board of Directors’ Clinical Quality and Patient Safety Committee and its Center for Hispanic Health, whose mission is to help serve East LA’s medically underserved community through research. He serves on the Board of Regents at Loyola Marymount University, on the Boards of Habitat for Humanity of Greater Los Angeles, and of Silicon Valley-based Latino Action Business Network at Stanford University Graduate School of Business. His past involvement as a board member also includes the Women’s Foundation of California, La Plaza de Cultura y Artes, and the State Bar of California’s Judicial Nominees and Evaluation Commission.
The Los Angeles business community has recognized Raúl’s commitment to positive social and economic change. Among them, the Los Angeles Business Journal has named Raúl a Leader of Influence. He received the Humanitarian Award by the Hollenbeck Police Activities League of the Los Angeles Police Department, recognizing Raúl’s humanitarian efforts and role in helping change the landscape of LA. He was inducted into the California Minority Counsel Program’s Diversity Leader Hall of Fame for his decades-long efforts of promoting Diversity, Equity & Inclusion throughout the business and legal sectors. Nationally, Raúl has been named as a Top100 Influential by Hispanic Business Magazine.
