This year, Concordia hosted its  2024 Europe Summit  in Portugal’s vibrant city of  Porto. The historic and stunning Palácio do Freixo served as the venue for this two-day event, which utilized the Concordia Concilium format to facilitate high-level, closed door discussions among government and business leaders on three critical themes: The Energy Transition; Economic Growth & Competitiveness; and, Cooperation, Peace & Security. 

Today, we proudly release the 2024 Europe Summit Report, which you can read in full here. Below, we have summarized the key takeaways from the three critical themes discussed at the Summit.

The Energy Transition

The urgent need for sustainable energy systems: Europe must diversify its energy sources to mitigate risks highlighted by geopolitical events like Russia’s invasion of Ukraine and global disruptions such as the COVID-19 pandemic.

Accelerating the transition to net zero: The transition to net zero is an opportunity for economic growth, requiring comprehensive regulatory reforms, strategic partnerships, and innovation across sectors. 

Diversifying energy sources – Europe’s path to autonomy: Energy conservation must be prioritized, in addition to increasing the use of renewable energy sources such as wind, solar, and hydroelectric power. Investments must be made in emerging technologies and focus must be placed on the creation of public-private partnerships in order to build a robust and diversified energy portfolio.

Economic Growth & Competitiveness

Enhancing economic resilience & development: Europe must enhance its economic resilience and autonomy to withstand future crises. Learning from the financial crisis in Greece, the EU should implement proactive measures to manage inflation, such as reindustrializing strategic clusters and improving energy cost management for industries.

Strengthening governance & integration: To enhance competitiveness and economic stability, Europe must address fragmentation within and across countries. For instance, continued financial sector integration is essential to prevent divisions, as seen in businesses returning to domestic markets after the financial crisis. This alignment fosters a unified European market and spirit. 

Advancing migration management: Migration drives economic growth by filling workforce vacancies and contributing to society. Effective integration through education and skill certification, along with incentives for private companies to hire and train migrants, can transform them into valuable economic contributors. Sustainable development efforts in migrants’ countries of origin are also vital for long-term stability.

Driving technological advancement & innovation: Prioritizing innovation is crucial to managing inflation and ensuring sustainability. For example, supporting long-term financing strategies in Portugal to attract strategic partners and foster technological advancements is key. Additionally, addressing digitalization risks through international cooperation and leveraging the private sector’s role in digital growth is essential, as highlighted by the efforts of the EU and U.S. to regulate the digital world.

Harnessing Artificial Intelligence for security: The U.S. military should transition to using unmanned vehicles controlled by AI algorithms, reducing reliance on manned vehicles as demonstrated by current advancements in drone technology. Ethical considerations are crucial to prevent AI misuse in elections, where bots and disinformation campaigns pose significant threats to democracy globally.

Enhancing EU cooperation: We need to recognize the evolving role of cities such as Lisbon and Barcelona in international policy, supporting urban communities in fostering resilience and addressing global challenges. Portugal exemplifies this by promoting European values to Portuguese-speaking countries and maintaining strong transatlantic ties while advocating for European autonomy in security matters.

Upholding democratic values in elections: The need to combat the rise of far-right politics is of utmost importance, along with emphasizing the shared values of liberal democracy and strengthening the transatlantic alliance with North America. This includes fostering cultural exchanges, supporting countries like Ukraine and Belarus, and addressing the disillusionment of young voters with traditional political parties by highlighting the benefits of liberal democracy.

Leadership & combating democratic backsliding: Effective strategic leadership is essential in addressing severe global challenges such as Russia’s aggression and climate change. Combat democratic backsliding by fulfilling democratic promises, countering the appeal of autocratic regimes, and addressing the strategic use of digital campaigns in elections to prevent the erosion of public trust in democratic institutions.
