Walter Siouffi joined MCC as Resident Country Director in 2017 to oversee the second $450 million compact between the Millennium Challenge Corporation (MCC) and the Government of Morocco. The compact is focused on addressing constraints to economic growth targeting poverty alleviation through two major projects: “Education and Training for Employability and “Land Productivity”. He is based at the U.S. Embassy in Rabat, Morocco where he is MCC’s attaché.
Prior to joining MCC , Mr. Siouffi was Managing Director for Citibank’s corporate, government, and investment banking activities in the Morocco, Tunisia and Libya cluster while directly managing the bank’s fully licensed subsidiary in Morocco. Prior to his assignment in Morocco he was Country Director for Citi in Lebanon. His banking career includes various positions in structured finance, corporate banking, risk management and treasury at the Royal Bank of Canada in Montreal, Toronto, and Tokyo and American Express Bank in Paris, Cairo and Beirut.
Mr. Siouffi has held several board positions supporting youth and entrepreneurship developments including the start-up of at Endeavor Morocco and Junior Achievement/Injaz Morocco. He was Chairman of the board of the American Chamber of Commerce in Morocco from 2010-2017 where he was activity involved in supporting U.S. – Morocco business development.
