Lt. Gen. (Ret) Talley has over 34 years of global experiences in the public, private, and academic sectors, coupled with periods of active/reserve military service as a Citizen-Soldier. He is a nationally recognized expert in Civil, Environmental, and Sustainable Engineering. His work emphasizes integrating engineering with business. In 2016, he retired from military service and was appointed an Advanced Leadership Fellow and Cabot House Scholar-in-Residence at Harvard University.  Lt. Gen. Talley joined the IBM team in July.

Prior to his Harvard and IBM appointments, Lt. Gen. Talley was the Chief of the Army Reserve & Commanding General, U.S. Army Reserve Command. As the senior leader for the U.S. Army Reserve, he was responsible for an organization whose size and scope, in business terms, rank it as a Fortune 50 company.

Other positions held include: President & CEO of Environmental Technology Solutions, a company he co-founded to develop and commercialize technologies from his academic research; Adjunct Professor, The Johns Hopkins University; Bobby B. Lyle Professor of Leadership & Global Entrepreneurship, Founding Director of the Hunt Institute of Engineering & Humanity, Professor (w/ tenure) and Chair, Department of Civil & Environmental Engineering, Southern Methodist University; Associate Professor (w/ tenure) and Assistant Professor, Department of Civil Engineering & Geological Science, University of Notre Dame; Associate, Malcolm Pirnie Inc.; Research Environmental Engineer and Biotechnology Team Leader, Waterways Experiment Station, U.S. Army Corps of Engineers (USACE); and Environmental Engineer/Engineer Technician, USACE-Baltimore District.

Dr. Talley received his Ph.D. in Civil & Environmental Engineering from Carnegie Mellon University and his Executive M.B.A. from the University of Oxford, England. He also holds master degrees in engineering, strategic studies, liberal arts, and religious studies. Dr. Talley is a registered Professional Engineer (P.E.), a Board Certified Environmental Engineer (BCEE), and a Diplomate, Water Resources Engineer (D.WRE).
