Joseph Carlton Barry is a PhD candidate in the Education Policy Evaluation and Analysis program at the University of Kentucky College of Education. He transferred to the University of Kentucky in 2019 from the Educational Leadership and Policy Studies Ed.D. program at California State University Sacramento. Joseph received his M.A. in Disability Studies with an emphasis on Policy from California Baptist University in Riverside, California after obtaining his B.A. degree in Intercultural Communications from California State University Sacramento. He also holds an A.A. in Music with an emphasis in Audio Production and Engineering from Sacramento City College.
Joseph is a published musician and researcher who is focused on improving outcomes for educationally marginalized communities. His current work focuses on improving policy-based approaches to disability within educational settings. He is specifically looking to improve understandings of socioenvironmental barriers facing college faculty with disabilities by studying associations between aspects of institutional level policy and the respective number of faculty with disabilities employed by our nation’s universities. Joseph is also an avid political advocate for the rights of persons with disabilities. He currently serves on the Fayette County Public Schools Equity Commission and has a length history of influencing state and local level legislation aimed at betting the lives of historically marginalized minorities. His notable accomplishments include serving as campaign director for Carmen Brown’s successful 2021 bid for Yellow Springs (Ohio) Village Council, being named as a disability rights champion by The Sacramento (California) Observer Newspaper in 2018, and, being named a 2021 SEC (Southeast Conference) Emerging Scholar for his dissertational work at the University of Kentucky College of Education.
