Ambassador of Colombia to the Government of Spain and the Principality of Andorra

Carolina Barco has dedicated her professional career to work and commitment to diplomacy and public policy. She was Minister of Foreign Affairs of Colombia from 2002 to 2006 and Ambassador in the United States from 2006 to 2010. 

In the area of ​​economic and urban development she was a researcher and consultant for UNDP and the Ministries of Education, Culture and Economic Development of Colombia, Director of the Administrative Department of District Planning of Bogotá (1998 – 2001) and recently (2010-2018) consultant of the Inter-American Development Bank (IDB) in the creation and implementation of the Emerging and Sustainable Cities Program and the IDB Cities Network.

Carolina Barco graduated with a Master’s Degree in City Planning from the Graduate School of Design at Harvard University and a Master’s Degree in Business Administration from the Instituto de Empresa Business School in Madrid. 

It has been distinguished with the Great Order of National Merit, granted by the National Government of Colombia, 2010; Légion d’honneur in the rank of Commander, granted by the Government of France, 2008; and decorated with national orders granted by the governments of Peru, El Salvador, Honduras, Spain, Argentina, the Dominican Republic, Panama, Guatemala, Paraguay, Ecuador, Brazil and the Philippines. 

She became the new Ambassador of Colombia before the Government of the Kingdom of Spain and the Principality of Andorra before the Chancellor Carlos Holmes Trujillo on January 18, 2019.

Strengthening the relationship in the areas of cooperation, economy and trade, investment and tourism, agriculture, science and technology, culture, education and sport, as well as in the different multilateral, regional and global issues, are the main objectives of the Diplomatic Mission in the excellent relations between Spain and Colombia.
