CEO, Millenium Challenge Account - Morocco

Abdelghni Lakhdar is CEO of the Millennium Challenge Account-Morocco Agency in charge of the implementation of a $450 million compact between Morocco and the US Millennium Challenge Corporation (MCC). The compact is focused on two major projects: “Education and training for employability and “Land productivity”.

Previously, he was the economic adviser to the Head of Government. In this capacity, he led various initiatives, among which the major constraints to growth analysis undertaken jointly by the African Development Bank, MCC and the Moroccan Government, the multidimensional review of Morocco, by the OECD Development Centre, and the compact development with MCC.

Before joining the Head of Government Office, he was the Director of Operations and Institutional Affairs within Casablanca Finance City Authority. He also held various responsibilities within the Ministry of Economy and Finance, department of Treasury, where he managed macroeconomic issues, the economic and financial partnership between Morocco and European Union and the negotiations of the Morocco-United States free trade agreement. He also participated in various World Trade Organization negotiations, International Monetary Fund meetings and United Nations international conferences on financing development and sustainable development issues.

Mr. Lakhdar holds a master of Public Administration from Columbia University in New York, School of International and Public Affairs, a postgraduate degree from the National School of Administration in Rabat, and a civil engineering degree from the Hassania School of Public Works in Casablanca.
